  3. Melt the butter in a medium saucepan over medium heat. Once the butter stops foaming, saute the diced onions until translucent. 
  4. Stir in the flour and freshly cracked black pepper to coat the onions. Cook for about a minute while stirring continuously. 
  5. Slowly whisk the whole milk into the roux and continue to whisk until the milk thickens slightly.
