Bring water and margarine to a boil on the stove. Remove from heat and add flour, mix well. Add eggs (one at a time) stirring well after each egg. Spread onto a well-greased cookie sheet. Bake at 400 for 20 - 25 minutes. Cool.
Cream cheese should be at room temperature. Mix well. Add pudding mix and milk and again mix well. Spread on cooled crust. Spread cool whip on top of pudding/cream cheese mixture. Drizzle with chocolate syrup.
