Instructions
Preheat the oven to 350°F.
To make the crust, combine all the crust ingredients and mix well. Pat the mixture into a pie pan and set aside.
To make the filling, combine the rice, tomato sauce, water, salt, and 1 cup of the cheddar cheese. Pour the mixture into the crust.
Cover with foil and bake for 30 minutes.
Uncover and sprinkle with the remaining cheddar cheese. Return the pie uncovered to the oven and bake for another 10 to 15 minutes.
