Place the cheese and milk in a saucepan over medium heat and stir until the cheese is melted and the mixture is well blended.
Add the chilies, garlic salt, onion, and 3 teaspoons of garlic. Cook and stir until the onions are translucent. Then add 2 teaspoons of garlic and cook for about 1 minute. Remove from the heat.
Mix in the tomatoes and serve with tortilla chips for dipping.

If you would like the queso to be thinner, add additional milk or cream.Reheat the queso in a pot on the stovetop.
