Transfer the beef to a 9x13-inch baking pan and layer with the cooked rice and both cans of soup. Distribute the broccoli on top of the soups, and place four or five slices of Velveeta over the broccoli. Arrange the tater tots in a single layer on top.
Bake in the preheated oven for about 45 minutes, or until the tater tots are golden brown and the Velveeta is melted.
